From now through August 10, 2018, the Lego people are at Allen Center (1200 Smith Street). They will then move to Houston Center (909 Fannin St), August 13-24, 2018!
The monochromatic, interactive Lego brick sculptures of Nathan Sawaya’s Park People are seated on benches, waiting for you to sit next to them. Take pictures and sit close, just don't climb on them!
At Allen Center, you will also find lots of tables and yard games, including connect four, checkers and table tennis.
Metered street parking is available (and free after 6:00pm and on Sundays). Also, Allen Center is pretty big, but the Lego guys are in the green space just north of the big fountain on Smith Street. It's roughly across from the tall circular Spindletop restaurant and Russo's Pizzeria. A map is below. (If you park close by the water fountain, you are pretty close.)

Jill - is it until the 10th or the 24th???
Jill Jarvis says
They closed at Allen Center on the 10th and moved to Houston Center on Fannin. They should be there until August 24... but I haven't seen them at the new location yet.
